1. Open your image

2. Apply a Smart Blur filter to the image

Radius - 40, Threshold -22

Edge Only, High Quality

3. Go to Image > Adjustment > Invert

4. Go to Filter > Artistic > Cutout>

Open Photograph > Apply Filter> Sketch > Stamp
